“It’s
time to PCS—just pack up my stuff and ship it across the country or to some far
away land, right?” Wrong!
For service members and their families, Permanent Change of Station (PCS) moves
are part of the lifestyle. But anyone who’s done it knows it’s rarely simple.
Between regulations, moving crews, entitlements, and logistics, there are a lot
of moving parts—and often even more unanswered questions.

Here’s what you can do to make your next PCS smoother, more empowered, and a
lot less stressful.
1. Understand Your PCS Rights and Regulations
Before
you do anything, take time to review the official rules that govern your move.
There are two key documents to familiarize yourself with:
- The Defense Travel Regulation (DTR) – governs the logistics and policies of
the move itself.
- The Joint Travel Regulation (JTR) – outlines your entitlements,
reimbursements, and allowances.
At minimum, read:
- DTR Part IV, Appendix B
- DTR Part IV, Attachment K1
- JTR Chapter 5
Knowing what you’re entitled to—and what the process should look like—can
protect you from surprises and help you advocate for yourself if something goes
wrong.
2. Create a Plan Before the Packers Arrive
Pack-out
day can feel chaotic if you’re not prepared. While you can't direct every
action of the moving crew, you can create a strategy that supports your needs.
For example:
- Decide what areas of the home you want packed first.
- Group rooms together logically (e.g., both kids’ bedrooms and the hallway
closet).
- For unpacking at your new duty station, prioritize certain rooms or specific
boxes.
Being proactive and communicating your preferences with the crew—respectfully
and confidently—can make the experience smoother and less stressful for
everyone.
3. Stay Organized with a PCS Binder
A
well-prepared PCS binder is a military family’s best friend. Include:
- Orders and travel documents
- Housing agreements
- High-value item inventory
- Room-by-room inventory lists
- Medical and school records
- Emergency contacts
When issues arise (and they often do), you’ll know exactly where to find what
you need.
4. Know Who to Call for Help
It’s
incredibly frustrating when something goes wrong and you don’t know who to
contact. Avoid that situation by keeping a list of your key points of contact
in your PCS binder:
- Your assigned move coordinator
- Your local Transportation Office (TO)
- The regional JPPSO/PPSO
- The Transcom Help Line

5. Ask Questions—Always
Many
service members and spouses hesitate to speak up during a move out of fear of
retaliation or embarrassment. But remember you have the right to protect your
household goods and to understand how your move is being handled.
If something feels off or unclear, ask. Sometimes it’s just a miscommunication
or a different company policy, but clarity is always better than assumption.
